Our goal is to contribute internationally through fostering and exchanging human resources that can play an active role across national borders.
We connect the Japanese concept of "learn and work" with countries around the world (Asia), and support the people who learn and work in the elderly welfare and IT related fields for the future.
Technical intern training project
[Activities of Technical intern training project]
We will develop technical intern trainees as soon as we receive supervising organization permission. We are constructing a transparent and sound system in both Vietnam and Japan in partnership with the sending organizations accredited by the Vietnamese government. We plan to expand to accept trainees from other ASEAN countries, using the Japanese-style caregiving skills training to not only play an active role in Japan but also help them contribute to the aging population of local countries in the future.

System overview
Technical intern training is a system constructed to contribute to “human resources development”, accepting foreign workers from developing countries for a certain period of time (up to 5 years), transferring skills, technology or knowledge to those developing countries contributing to human resources development, which is the cornerstone of economic development for that country. Technical intern training law stipulates that the system must be conducted with the purpose of international cooperation and must not be used as a way to cover labour shortages or be used as a means to secure inexpensive labour.

There are two types of technical intern training systems, [Group supervision type] and [Individual enterprise type], and they are generally conducted in the way of the [Group supervision type].
[Group supervision type]
Non profit supervising organizations (business cooperative associations, commerce and industry associations etc.) accept technical intern trainees and carry out technical intern training at affiliated companies.
When the organization conducts technical intern training using Group supervison type, it is necessary to undergo supervision of the training and audit by a supervising organization that has obtained the permission from the cabinet minister in charge.
[Individual enterprise type]
Japanese companies, etc. will accept staff from overseas local corporations, joint ventures and business partners to carry out technical intern training.
There is no supervision of the training or audit by the supervising organization.
To carry out technical intern training, the accepting organization must prepare a technical intern training plan and have it certified by the cabinet minister in charge to ensure the technical intern training plan is adequate.
International student project
[International student project activities]
Using our network in Southeast Asian countries such as Vietnam, we are recruiting students who have a strong desire to work in caregiving and IT related work opportunities in Japan for the future. Before entering Japan, we provide basic education such as Japanese language and caregiving training to support the students and act as a bridge between the students and association members. We are also preparing to do the same for students who are already studying in Japan.

[System overview]
The international student project is based on a free employment placement service for international students, and it is a non-profit service that receives applications from job providers and job seekers, and conducts mediation to facilitate the establishment of employment relationships between them, without any compensation. We match international students wanting to work in Japan with accepting companies desiring to hire them.
Specified skills project
[Specified skills project activities]
It is expected that the need for foreign workers who have the specified skills for caregiving, have passed the examinations of those skills or those who have completed technical intern training and have a status of residence as specified skilled workers will increase for nursing homes that are seeking an immediate work force. Our association promotes the smooth transition of their career and recruitment by matching both parties, including the introduction of registered support organizations.

From April 1, 2019, it became possible to accept new foreign workers with the status of residence “Specified Skilled Worker” in industrial fields where labour shortages are serious. The specified skilled worker system is a system that accepts foreign workers who have a certain level of expertise and skills to work immediately in a field (specific industrial field) where it is still difficult to secure workers even if efforts are made to improve productivity and attempting to secure workers from domestic sources.
〇Specified Skilled Worker No.1 : Status of residence applicable to foreign workers in jobs that require considerable knowledge of or experience in a specified industry field.
〇Specified Skilled Worker No.2 : Status of residence for foreign workers engaged in jobs that require a level of expertise and proficient skills in a specified industry field.
What are Specified Industry Fields? (14 fields)

Food and beverage production 14. Food service industry
* Specified Skilled Worker No.1 can be accepted in field 14. 6. Construction Industry and 7. Shipbuilding and Ship Machinery Industry are the only two fields accepting Specified Skilled Worker No.2. The Caregiving field currently accepts Specified Skilled Worker No.1.
What is an Accepting Organization?
It is a company or a sole proprietor etc who actually accepts and supports foreign workers with specified skills. The Accepting Organization signs an employment contract with a foreign worker. Under the Specified Skilled Employment Contract, foreign workers are required to meet the standards and the compensation amount for foreign workers is equal to or higher than that of Japanese workers.
What is a Registered Support Organization?
It is an organization that is entrusted by the Accepting Organization to carry out all the operations of supprt planning for the specified skilled worker No.1. It is possible to become a Registered Support Organization by registering with the Commissioner of the Immigration Bureau of Japan. The Accepting Organization must provide support to foreign workers with a Specified Skilled Worker No.1, but the support can be entrusted to a Registered Support Organization.
Group purchasing project
[Group purchasing project activities]
Jointly procuring materials from overseas, mainly from Vietnam makes it possible to obtain sufficient amounts of materials at lower cost. We secure the necessary number of essential items such as masks and medical gloves, which were challenging to obtain when needed and these prices had soared over the last year in Japan.
[Achievements]
November 2016 (Heisei era 28)
Imported 300,000 non-woven masks from Vietnam and sold them to about 20 association member companies and their affiliates.
January 2021 (Reiwa era 3)
Imported 917,000 latex gloves from Vietnam and sold them to about 20 association member companies and their affiliates.
Education and training project
[Education and training project activities]
Association members go to nursing homes, schools, and sending organizations in Vietnam and the Philippines as a training visit. By actually seeing the current situation and listening to the voices of local staff, we can exchange opinions and build relationships with each other, which is useful for improving the environment of long term care facilities and the education of caregiving both locally and in Japan.
Furthermore, we are striving to make international contributions with the “Nursing Care Equipment Across the Sea Project” by donating unused equipment and supplies.

We have held training sessions in Vietnam and the Philippines 14 times since December 2013.

We carried out this project three times in August 2014, January 2015, and July 2015. This project strives to contribute to society in Vietnam by donating beds, wheelchairs, etc. no longer needed at nursing homes in Japan to a municipal hospital in Hue City, Vietnam.
